Can i administer water (not saline) to my dog intravenously?

My 9 wk old small breed puppy was run over by a bicycle. I think he is experiencing shock but there are no emergency vet clinics anywhere close (we live in the sticks). I am a diabetic and have hypodermic needles. I was wondering if i could give him water with one of these needles (i know how to poke a dog) to keep him from becoming anymore dehydrated. Please let me know! Thanks!
